Role Purpose
To provide specialist expertise in the design and development of an organisation\'s operating model, ensuring processes, structures, governance, systems, and data work together as a coherent whole. The role will support multiple strategic initiatives by mapping current operating models, designing target models, testing and piloting new approaches, and building robust business cases for change.
This role will act as a bridge between strategy and delivery, helping the organisation to overcome siloed thinking and integrate changes across people, process, systems, data, structure, and culture. By bringing evidence, insight, and external perspective, the postholder will ensure operating model decisions are grounded in robust analysis and aligned to long-term strategic goals.
Key Responsibilities
Operating Model Design
Lead the mapping of "as-is" operating models across priority services and functions, capturing processes, systems, roles, accountabilities, and data flows.
Develop "to-be" operating models that reflect strategic goals and customer or service user experience ambitions.
Conduct gap analysis to identify opportunities for improvement, risks, and dependencies.
Design and support rapid test-and-learn pilots to trial new ways of working and generate insights.
Build evidence-based options and business cases for operating model changes.
Cross-Organisational Integration
Ensure operating model design integrates across people, process, systems, data, structures, and culture - not in isolation.
Support strategic initiatives by aligning design outputs to wider organisational priorities.
Help business leaders and sponsors make clear connections across programmes and avoid siloed approaches.
Stakeholder Engagement & Communication
Work closely with sponsors and senior stakeholders to shape and test design options.
Present complex operating model concepts and insights in clear, compelling ways tailored to different audiences (executive teams, governance forums, project boards, operational teams, service users).
Act as a trusted advisor on operating model design, bringing external perspectives and best practice to challenge current thinking.
Evidence, Data & Insights
Use analysis, benchmarking, and data-driven insights to inform design choices and recommendations.
Gather learning from tests and pilots and feed into refined designs and roadmaps.
Ensure design outputs are supported by robust evidence and can demonstrate impact on service user experience, employee experience, efficiency, and value for money.

Champion simple, accessible design artefacts that colleagues can understand and use to guide delivery.

About You
You will have:
Proven experience in operating model design, organisation design, or service design within large and complex organisations.
Strong consultancy-style skills in diagnosing problems, mapping current states, designing target models, and building compelling business cases.
Expertise in integrating across people, process, systems, data, governance, and culture.
Experience of running or supporting pilots and tests of new operating models, capturing insights and scaling learning.
Excellent analytical skills with ability to use data and insights to shape recommendations.
Strong communication and stakeholder engagement skills, with ability to make complex design concepts simple and compelling.
Collaborative, curious, and solutions-focused mindset, with the ability to work effectively in a matrix and influence without direct authority.
Knowledge of the housing or not-for-profit sector is desirable but not essential - outside-in thinking and exposure to best practice from other industries is highly valued.
