Procurement Consultant

Day rate: £500/day (outside IR35 possible)
Location: Remote / UK-based with occasional on-site meetings
Start: Immediate - ideally before Christmas

We're seeking an experienced Procurement Consultant to lead the design and delivery of a decentralised procurement operating model for a national not-for-profit organisation undergoing transformation.

This is a hands-on consultancy assignment for a senior professional who can own the project plan from design through implementation, working independently with minimal oversight to deliver a complete operating framework.

The organisation is transitioning from a centralised procurement model to a decentralised structure that empowers individual teams to manage their own purchasing - within a robust governance and control environment.

Responsibilities:

• Defining what "decentralised procurement" means in operational terms

• Designing and documenting the operating model, including roles, responsibilities, and workflows

• Developing governance frameworks, policies, and spending controls

• Establishing approval thresholds (e.g. £25k , £100k ) and due diligence requirements

• Creating process documentation, templates, and practical tools for use across teams

• Building a clear implementation roadmap, training materials, and communication plans

The goal is to replace ad hoc, reactive procurement with a structured, scalable model that enables local accountability while maintaining compliance and efficiency.

About You:

• Proven experience leading procurement operating model design projects, ideally involving decentralisation or federated models

• Deep understanding of policy creation, governance frameworks, and process design

• Ability to work autonomously, take ownership of deliverables, and manage stakeholders at senior levels

• A strategic mindset - able to solve systemic issues, not just transactional challenges

• Excellent written communication skills to produce clear documentation, frameworks, and training content

Experience in the public sector, charity, or NHS environments is helpful but not essential.
